- A Hillsborough County ordinance restricts door-to-door solicitation using handbills, and it includes steep fines/penalties when the home is properly marked. Details are provided in the Hillsborough County municipal code under §36-137 to §36-140. Violations may be reported to the HCSO non-emergency phone number at 813.247.0330.
- If someone directly places a business advertisement physically inside, on top of, or attached to your mailbox without going through the mail system, you may contact a supervisor or manager from the local USPS office at 813.874.6809, request they issue a cease and desist order assuming this is a first-time offense and, otherwise, that they pursue all means to enforce Sect. 508.3.1.3 of the Domestic Mail Manual (DMM). Alternatively, call the USPS Office of Consumer Affairs at 800.275.8777 and open a service request asking that a manager or supervisor call you back; they are obligated to do so within 24 hours.
As more neighbors take appropriate action to reduce unlawful solicitation, we collectively reduce our risk of uninvited disruptions, reduce the risk of mail tampering, and promote residents’ safety.
